Designated Crisis Responder (DCR)

Facility Location: Port Angeles, WA State (NOT a remote position)

Pay Range: $96,650 to $106,312 per year (DOE/DOQ)

Workdays: 8am-8pm, 8pm-8am, 3-4 times per week; must be able to work weekends and holidays including shift coverage as needed

JOB PURPOSE:  Provides assessment and intervention to those in crisis in collaboration with other members of the Treatment Team. Provides mobile crisis intervention, clinical assessments, and stabilization services to adults, children, and families. Provides involuntary treatment services according to RCW 71.05, 71.34 and 70.96B (Involuntary Treatment Act). 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides mobile crisis intervention and stabilization services.
  • Provides assessment and intervention in collaboration with other members of the crisis team and the outpatient treatment team.
  • Provides crisis case management and brief therapy.
  • Provides screening and triage services by telephone and face-to-face.
  • Develops individualized safety plans and treatment recommendations to ensure individual and community safety.
  • Provides support to other agency clinicians in the form of consultation and assistance with joint outreach.
  • Facilitates authorization and extensions for hospitalization.
  • Upon successful completion of DCR training, performs involuntary commitment investigations, evaluations, and associated DCR tasks, including the monitoring and petitioning for Less Restrictive Alternatives (LRA).
  • Upon successful completion of DCR training, performs other mental health evaluations including intake evaluations, school requested evaluations, jail requested evaluations, court-ordered evaluations, etc.
  • Maintains familiarity with and handles client information in accordance with Federal Regulations (42 CFR, Part 2), the Revised Code of Washington (RCW 71.05.390 and RCW 71.24), and other applicable laws pertaining to confidentiality of client and staff information.
  • Maintains physical security of confidential materials and assigned Agency property. 

SECONDARY DUTIES AND RESPONSIBILITIES:

  • Demonstrates proficiency in utilization of the Agency's electronic health record (EHR) system.
  • Provides information and education to the community regarding mental illness and involuntary commitment laws.
  • Maintains professional competency through a program of professional development and in-service training.
  • Maintains timely and accurate documentation in accordance with Washington State law, Salish BH-ASO guidelines, and current best practices.
  • Provides report to team members following shifts.
  • Reviews Crisis Alerts regularly.
  • Attends Staff Meetings on a regularly scheduled basis.
  • Consistently maintains a high standard of professional conduct in interpersonal relationships with clients, staff, and other community professionals.
  • Performs other tasks as assigned by Supervisor.

PERFORMANCE EXPECTATIONS:

  • Completes all clinical documentation by the end of the shift per the Department's policy.
  • Documents LRA Monitoring contact monthly per SBH-ASO Contract.
  • DCR responds to requests for service within 2 hours per SBH-ASO Contract.

REQUIRED EDUCATION, LICENSE(S), CERTIFICATION, AND EXPERIENCE:

Education:  Master's degree or further advanced degree in counseling or one of the social sciences (Psychology, Sociology, Social Work, Theology w/ appropriate course work) or a BSN in nursing with two years psychiatric experience.

Licensure: Qualifies to be a Mental Health Professional in the state of Washington by meeting ONE of the following requirements:

  • Licensed Mental Health Counselor (LMHC), Licensed Marriage and Family Therapist (LMFT), Licensed Independent Clinical Social Worker (LICSW), Psychologist, Psychiatrist; OR
  • Licensed Mental Health Counselor Associate (LMHCA), Licensed Marriage and Family Therapist Associate (LMFTA), Associate Independent Clinical Social Worker, OR
  • BSN in Nursing with two years psychiatric experience; OR
  • Advanced degree in counseling or one of the social sciences from an accredited college or university and had two years of experience in direct treatment of persons with mental illness under the supervision of an MHP professional recognized by the department or attested to by a licensed behavioral health agency.

Required Certification: Within 90 days of employment, will complete agency sponsored DCR training provided through the State of Washington.

Experience: As noted above related to MHP qualifications.

Additional requirements:

  • Must possess and maintain a valid driver's license 
  • Must be able to pass a pre-employment drug test and background check.
  • Must be able to provide vaccination records for HepB, MMR, Tdap and recent flu shot. Hep B vaccination is not required but encouraged. Agency will provide at no cost to employee.

PREFERRED ADDITIONAL CREDENTIALS / EXPERIENCE:

Experience: Two years' experience providing crisis intervention services. 

KNOWLEDGE, SKILLS, AND ABILITIES:

Essential:

  • Ability to communicate effectively orally and in writing.
  • Ability to identify and resolve problems effectively.
  • Ability to plan and prioritize work and meet the Center's performance, quality assurance and productivity standards.

Training will be provided for:

  • Knowledge of RCW 71.05 and RCW 71.34, as well as clinical principles and practices.
  • Knowledge of RCW 70.96B and substance use disorder treatment principles and practices.
  • Knowledge of the Agency's documentation requirements for clinical records.
  • Knowledge of the Agency's administrative policies and procedures.
  • Ability to interact in a professional manner with clients, the public and staff.
  • Ability to meet DCR eligibility requirements of Chapter 388-865 WAC.

NATURE AND SCOPE:

Physical Demands:

  • Regularly works 12-hour-shifts 3 to 4 times per week.
  • Must be available to work on-call, emergency, and back-up shifts as needed.
  • Moderate physical effort: Lift/carry up to 15 lbs.
  • Occasional walking/standing.
  • Occasionally lifts/pushes supplies and materials.
  • Must be able to sit and use a computer for long periods of time.
  • Must be able to drive.

  • Strong organizational skills
  • Ability to conceptualize multifaceted problems.

Working Environment:

  • Work is performed in multiple locations including but not limited to confined and/or restricted settings, consumer homes, and medical facilities.
  • May be exposed to infections and contagious diseases.
  • Occasionally exposed to patients exhibiting assaultive behaviors.

Working Demands:

  • Extended work hours.
  • Frequent pressure due to schedule demands.
  • Contact with individuals in crisis under a wide variety of circumstances.

  • Providing timely and clinically appropriate crisis intervention in a community with limited resources to ensure individual and community safety.
