REAL Program Project Manager

Pay Range:  $20 to $25 per hour (DOE/DOQ)

Hours per Week:  40 hours

JOB PURPOSE:   Assumes responsibility for the day-to-day program activities, providing consultation and support to team members and community partners, representing the program to community stakeholders, and ensuring services and supports being delivered are in accordance with program policies and uniform standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Represent the REAL program to community stakeholders using effective communication and strategic partnerships to best leverage the REAL program strengths and contribute to the success of the program.
  • Development and coordination of community partner relationships, including Law Enforcement, court staff, community referral partners, community-based organizations, etc.
  • Program oversight of all aspects of the Recovery Navigator Program.
  • Advocating for individuals to gain access to a wide variety of community resources.
  • Attending REAL Program Team meetings, trainings, and regional/state required meetings.
  • Tracking and coordinating all purchasing activities with accuracy and timeliness.
  • Facilitate conflict resolution between REAL Program staff and other staff or partners.
  • Oversight of supervision of REAL Program Outreach Support/Care Managers and Recovery Coach(es) to ensure that REAL Program staff are completing job duties in accordance with job descriptions.
  • Utilize resiliency practices and trauma informed care practices to provide clinical support of REAL program outreach support/care managers and recovery coaches with lived experience related to REAL program participants and/or experiencing secondary trauma.
  • As necessary or appropriate, must be able to provide outreach, referral, and outreach support/care manager to ensure team flexibility during implementation and sustainment phases of their area's coverage area.
  • Ensure outreach, engagement, and coordination supports are consistent with program policies.
  • Facilitates data collection, data reporting, and program evaluation efforts.
  • Monitors and manages REAL program funds for monthly reporting to the SBH-ASO.
  • Play an active role in required meetings, such as individual county REAL program meetings, REAL program regional meetings, REAL program Operational Work Group Meetings (OWP), REAL program Policy Coordinating Group (PCG), and other required trainings and meetings as requested.
  • Coordinate with the REAL program Administrator regarding the REAL program.
  • Additional duties as assigned.
  • Maintains familiarity with and handles client information in accordance with Federal Regulations (42 CFR, Part 2), the Revised Code of   Washington (RCW 71.05.390 and RCW 71.24), and other applicable laws pertaining to confidentiality of client and staff information.
  • Maintains physical security of confidential materials and assigned Agency property.

  • Demonstrate ability providing street-based outreach and engagement to offenders and difficult to engage populations. Street outreach requires the ability to easily navigate city streets on foot and tolerate a variety of weather conditions. Street outreach experiences are a plus.
  • Demonstrate experience developing positive, collaborative relationships with law enforcement and social services providers to effectively serve mutual individuals.
  • Understanding a recovery orientated perspective which defines recovery from mental health or substance use disorder as a process of change through which individuals improve their health and wellness, self-directed life and strive to reach their full potential.
  • Understanding of substance use disorders and harm reduction strategies along with a demonstrated passion for serving individuals experiencing homelessness and behavioral health challenges highly desired.
  • Understands and adheres to state and federal confidentiality regulations.
  • Conducts self ethically and professionally at all times.
  • Ability to flex schedule when necessary to accommodate special program needs.
  • Ability to flex communication style to multiple cultural environments.
  • Excellent written and verbal communication skills, and ability to present to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities.
  • Must have competence using computer, photocopier, fax machine, smartphone and entering data into electronic database.
  • Must possess a valid WA state Driver's License and be able to use a program vehicle, as indicated.
  • Must possess a valid WA state Drivers' license and safe driving history and be able to use a personal vehicle.

REQUIRED EDUCATION, LICENSE(S), CERTIFICATION, AND EXPERIENCE:

Education:  Minimum High School Diploma/GED

Licensure:  Agency Affiliated Counselor registration (Peninsula Behavioral Health will assist in obtaining this credential)

Certified Peer Support Specialist credential within 6 months of hire (Peninsula Behavioral Health will assist with obtaining this required training)

Experience:  Must have at least one year supervisory experience. Must be a person who has their very own personal experience receiving services for a mental health condition OR is in recovery from a substance use disorder for at least the last 2 consecutive years.

Additional requirements:

  • Must be able to pass a pre-employment drug test and background check
  • Must be able to provide vaccination records for HepB, MMR, Tdap and recent flu shot

PREFERRED ADDITIONAL CREDENTIALS / EXPERIENCE:

Experience:  Has an understanding of Peer Support ethical and practice guidelines of being open minded, recovery oriented, hopeful, respectful, empathetic agent of change, strengths focused, and person centered.

NATURE AND SCOPE:

Physical Demands:

  • Moderate physical effort (lift/carry up to 25 lbs.)
  • Occasional sitting/standing/walking.
  • Occasionally lifts supplies and equipment.
  • Maintains Universal Precautions and uses barriers (gloves, masks, aprons, goggles) appropriately in all potential exposures to body fluids.
  • Although the typical workday is during normal business hours, some evening and weekend hours may be required.

Cognitive Skills:

  • Able to elicit the client's history of satisfaction and dissatisfaction with services, including medications.
  • Able to assist clients with improving family communication and involvement in treatment when possible and appropriate.
  • Ability to assess the client's understanding of his or her illness, medications, and other treatment.
